He was instrumental in the development of the Tallinn Manual and drove the e-government and cybersecurity initiatives for which Estonia has been acknowledged as a world leader. President Ilves has served as chair of the World Economic Forum’s Global Agenda Council on Cyber Security since 2014 and co-chaired the Global Futures Council on Blockchain Technology since 2016. CYBER2028 will also feature a distinguished panel of cyber experts discussing the future of state-sponsored cyber attacks, related technology and their personal insights into the future of the cyber domain looking 10 years down the digital road. This event is co-hosted by FBI San Diego, the San Diego Law Enforcement Coordination Center and the City of San Diego Office of Homeland Security.
