Worthy\, Prosecutor\, Wayne County\, Michigan and Governing 2015 Public Official of the Year \n\n\n\n\n\n\n\n\n10:30 am\n\n\n\nBreak\n\n\n\n\n\n\n\n\n\n11:00 am\n\n\n\nConcurrent Sessions: Informed and Engaged – Foundational Knowledge for Action\n\n\nMichigan’s Economy: A Primer for Today and Forecast for the Future\n\n\nSubtheme: Income Inequality \n\n\n\nMarket forecasts project an economy that is on the mend with growth momentum in state revenue and spending. However\, despite the gradual economic upturn\, governments\, especially at the local level\, continue to struggle with meeting demands and new challenges\, which are outgrowing resources. In this session\, leading financial state and local officials and a private sector chief economist will share their perspectives on some of the major pressure points for Michigan’s finances: pension liabilities\, OPEB\, and funding capital improvements. Municipal leaders also will address the effects of wage stagnation and rising income inequality\, such as growing homeless populations\, and offer recommendations for promoting greater equity and sustainable growth. \n\n\nModerator: Mark Funkhouser\, Ph.D.\, Publisher\, Governing \n\n\nCarol O’Cleireacain\, Ph.D.\, Deputy Mayor for Economic Policy\, Planning & Strategy\, City of Detroit\, Michigan \n\n\nJohn Roberts\, Budget Director\, Office of Governor Snyder\, State of Michigan \n\n\nProtecting Waterways: Innovative Ways to Fund Infrastructure Maintenance and Upgrades\n\n\n\nThe Environmental Protection Agency mandates that communities address untreated wastewater from flowing into waterways during heavy rain and other aspects of stormwater. Municipalities are left to figure out how to manage their stormwater\, and wastewater and how to pay for it. Some jurisdictions are turning to low-impact development and green infrastructure as a way to mitigate surges in rainfall. Others are continuing to rely on grey infrastructure to meet the stormwater needs and some are using combined approaches. Our panel of experts will discuss ways jurisdictions can pay for stormwater infrastructure improvements and maintain them over the long term. \n\n\nModerator: J.B. Wogan\, Staff Writer\, Governing \n\n\nJon W. Allan\, Director\, Office of the Great Lakes\, Department of Environmental Quality\, State of Michigan \n\n\nPamela Schools\, Director\, Partnership Development\, Corvias Solutions \n\n\nMarketing your Agency: Traditional and New Media Models for Engaging Citizens\n\n\n\nToday more than ever\, there is great pressure and attention on governments to efficiently spend tax dollars and deliver measurable results. In addition\, the modern citizen – “digital native” – has come to expect the ability to access information and services on demand\, at the touch of a button\, as well as to communicate via social media channels. These new modes of communication and expectations of service delivery require jurisdictions to improve budget transparency and accountability; allow greater access to data; improve citizen engagement in planning and decision making; and modernize the way they market to and communicate with their constituents. This session will offer tools and strategies governments can utilize to transition from traditional to new models of engagement for more meaningful interaction with citizens and to better serve their communities. \n\n\nModerator: Julia Burrows\, Director\, Governing Institute \n\n\nMarlon Brown\, Mayor Pro Tem\, City of Mason\, Michigan \n\n\nShawn Kingsberry\, Director Digital Government\, Global Public Sector\, Unisys \n\n\nDerek Melot\, Director\, Communications and Marketing\, Michigan Association of Counties \n\n\nStepping Outside the Box: Lessons Learned from Risk Takers in Government\n\n\n\nInnovation in government is championed by risk takers and change makers: progress requires shifting the focus of policies and programs to achieving outcomes and improving communities. Innovation grows out of setting goals and evaluating performance – and the willingness to make adjustments in order to improve. Champions of government innovation are those who invite opportunities for creativity and risk while effectively limiting risks\, whether through technology\, partnerships\, or other tools. This session will focus on lessons learned and best practices from public sector innovators who have stepped outside the proverbial box\, willing to “fail” their way to success. \n\n\nModerator: Zach Patton\, Executive Editor\, Governing \n\n\nGarlin Gilchrist II\, Director of Innovation & Emerging Technology\, City of Detroit\, Michigan \n\n\nMichael Tosh\, Director\, US State and Local Public Sector\, PwC \n\n\n\n\n\n\n\n\n12:00 pm\n\n\n\nLunch\n\n\n\n\n\n\n\n\n\n12:45 pm\n\n\n\nKeynote: Leadership Lessons\n\n\n\nYour Digital Public is Ready\, Willing and…Waiting for Digital Public Services\n\n\nIntroduction: Julia Burrows\, Director\, Governing Institute \n\n\nPeter Hutchinson\, Management Consulting Strategy Lead – State\, Provincial and Local Government Health and Public Service\, Accenture \n\n\nAt last year’s Forum\, Peter Hutchinson offered us 10 Leadership Lessons from his extensive\, and somewhat unpredictable career in government. Now he is back with Lesson #11 – A Digital Public Wants a Digital Government. In today’s digital world\, government leaders at every level face an urgent question: with limited resources\, how can they deliver services that engage citizens and delight them? Today’s digitally savvy citizen has high expectations. When logging onto government sites\, they want secure and efficient experiences that are as easy to navigate as mobile banking or an online search. In his keynote speech\, Peter will explore the issues that government leaders have to consider as they re-imagine citizen services and how some governments are engaging citizens and earning their trust without additional spending. It’s an important lesson. \n\n\n\n\n\n\n\n\n1:30 pm\n\n\n\nKeynote: Solutions to a Public Health Crisis\n\n\n\nThe rate of prescription drug overdose death has increased dramatically in Michigan as well as across the country over the last fifteen years. This trend has been directly linked to the increasingly liberal prescribing of opioid medications in the U.S. during this same time period. Further complicating the picture is a rapidly growing rate of heroin overdose over the last three years. This session will describe lessons learned from prior state and local government initiatives\, programs and policies likely to result in the most “bang for the buck” to save lives\, and opportunities to lead the effort to overcome this epidemic. \n\n\nAmy Bohnert\, Ph.D.\, M.H.S.\, Assistant Professor\, Psychiatry\, University of Michigan; Investigator\, Department of Veterans Affairs Center for Clinical Management Research \n\n\n\n\n\n\n\n\n2:15 pm\n\n\n\nBreak\n\n\n\n\n\n\n\n\n\n2:45 pm\n\n\n\nConcurrent Sessions: Taking Action\n\n\nState and Local Government: Finding Common Ground\n\n\n\nThe relationship between state and local governments can be fraught with tension. Unfunded mandates and restrictive regulation may put excessive financial pressure and/or administrative burden on jurisdictions while often perpetuating ineffective\, one-size-fits-all approaches. Removing the barriers to better communication and coordination between state and local levels may be easier said than done\, but with effective leadership and consensus-building strategies\, governments are finding ways to build support around mutual goals and objectives. This session will highlight examples of partnerships and supportive interactions\, and the work done to improve relationships. Our panel will share their advice on aligning programs\, building mutual support\, and improving outcomes at the state and local levels. \n\n\nModerator: Mark Funkhouser\, Ph.D.\, Publisher\, Governing \n\n\nThe Honorable Kathy Crawford\, State Representative\, State of Michigan \n\n\nMike Senyko\, Chief of Staff\, Department of State\, State of Michigan \n\n\nShelley Goodman Taub\, Commissioner\, Oakland County\, Michigan \n\n\nGovernment Disrupted: A Digital Public Demands Digital Public Services\n\n\n\nAccording to a recent survey by Accenture\, citizens are ready\, willing and waiting for government to match the digital capabilities they experience in the rest of their lives. How can we close this digital gap? Featuring real-world cases\, this hands-on session will illustrate how user-centered design can help governments rethink the citizen service experience and meet the expectations of digital public. \n\n\nSteve Hurst\, Managing Director\, North American Lead for Digital Government\, Accenture \n\n\nJoanna Champagne\, Interaction Design Lead\, Fjord \n\n\nLinda Pulik\, Senior Design Director\, Fjord \n\n\nResilient Government Operations: Protecting Business Critical Applications\n\n\n\nAs local and state governments embrace technology to enhance citizen service\, proactive measures must be taken to protect critical business functions. Investments up front in safeguards will assist agencies in preventing operational failures and breaches. Should disaster strike critical applications\, organizations must have plans to recover service and maintain essential and day-to-day operations. Elected officials and practitioners from across the state of Michigan are invited to learn from our expert panel on how to protect privacy\, revenues\, and public trust. \n\n\nModerator: Zach Patton\, Executive Editor\, Governing \n\n\nPhil Bertolini\, CIO/Deputy County Executive\, Oakland County \n\n\nWesley Kennedy\, Systems Engineer\, SLED North America\, Nutanix \n\n\n\n\n\n\n\n\n3:45 pm\n\n\n\nClosing Panel: Leadership Lessons from the Front Line: The Flint Water Response\n\n\n\nThe public health crisis in Flint has made international headlines and generated robust discussion regarding a number of difficult public policy issues. Other communities are watching Flint carefully\, knowing that it could be them next time. Governing has invited experts involved in the response to the water system contamination to discuss the emergency response and recovery and the leadership lessons learned from the front line. \n\n\nModerator: Mark Funkhouser\, Publisher\, Governing \n\n\nCaptain Chris A. Kelenske\, Deputy State Director\, Emergency Management & Homeland Security\, Michigan State Police \n\n\nLawrence A. Reynolds\, M.D.\, FAAP\, President/Chief Executive Officer\, Mott Children’s Health Center \n\n\nKen Sikkema\, Senior Policy Fellow\, Public Sector Consultants \n\n\n\n\n\n\n\n\n4:45 pm\n\n\n\nClosing Remarks\n\n\n\nJulia Burrows\, Director\, Governing Institute \n\n\n\n\n\n\n\n\n5:00 pm\n\n\n\nReception\n\n\n\nConference times\, agenda\, and speakers are subject to change.

SUMMARY:CyberFest 2015 - The Urban Jungle
DESCRIPTION:This event is co-produced by Securing Our eCity Foundation and CyberTECH. We are please to bring this exciting event to San Diego. \nWHAT WILL YOU LEARN ABOUT \n“In 2008\, there were already more “things” connected to the Internet than people. By 2020\, the amount of Internet connected things will reach 50 billion\, with $19 trillion in profits and cost savings coming from IOT over the next decade. \nNow\, in 2015 our world has rapidly transformed to become The Urban Jungle where individuals and organizations are connected to the Internet nearly 100% of the time. While there are huge up-sides to the connectivity\, with it comes the need for increased responsibilities at both a personal and business level. \nThis year’s keynote address will be co-delivered by Tom Ridge and Howard Schmidt of Ridge-Schmidt Cyber. Their joint perspectives on current events and the potential global impact is something you will want to hear. \nTOPICS TO INCLUDE: \n\nCase Studies – What happened? Could the breach have been prevented? How?\nSecuring the Internet of Things – Is security a part of the design? Should it be?\nGovernment leaders and our future leaders – Do they agree on cyber security?\nCorporate or personal brand – What happens after the breach? Can one recover? How?\n\nTABLE TOPICS: \n\nWhere do you fit in the Critical Infrastructure?\nCyber Hygiene – What we all need to do to keep a clean machine?\nLeading cyber practices and Policies?\n\nPanel Discussions and much more….

SUMMARY:SD Hacks
DESCRIPTION:The job hunting game is changing. If you’re a programmer looking to score a job at a tech company or a recruiter looking for talent\, you are probably placing less of an emphasis on job fairs. Instead\, you are probably taking part in the modern-day tech career fair equivalent: a Hackathon. \nContrary to what the name entails\, a Hackathon – at least as we know it – is not a large scale event where people gather to hack into computers and networks. Rather\, it’s a multi-day event\, where people converge to engage in collaborative computer programming. \nBeginning Oct. 2\, more than 1\,000 students from across the world will meet in San Diego for 36 hours at SDHacks. What started as an idea by the UC San Diego Triton Engineering Student Council (TESC) has already morphed into a grand-scale event. So far\, of the 1\,000 student signed up\, two-thirds of them hail from outside the San Diego region\, making SDHacks an attractive place for companies looking for talent. \nWith companies like Microsoft and Qualcomm already signed up to sponsor\, the Hackathon promises to attract some of the best and brightest students from across the globe. \nEDC’s economic development committee has been supporting the work of the TESC. We’re looking for companies to join us in making this a success and ensuring that many of these talented job seekers know San Diego isn’t just a nice place to participate in a Hackathon\, but that it’s an excellent place to launch a career.

SUMMARY:Maritime Security 2015 West
DESCRIPTION:Maritime Security 2015 West is the third installment of the Maritime Security West program series\, building upon the successes of last year’s conference in Tacoma\, WA. As the twelfth maritime security conference hosted by Homeland Security Outlook since 2011\, Maritime Security 2015 West furthers a commitment to address the needs of governments\, law enforcement\, and critical infrastructure to counter the challenges of securing coastlines\, inland waterways\, and their critical infrastructure. \nMaritime Security 2015 West provides discussion and collaboration on strategies and technologies to counter maritime security threats encountered by governments\, law enforcement\, and port/terminal owners and operators. Interactive workshop sessions are designed to give all conference participants the actionable knowledge on how to better secure their maritime areas of responsibility\, mainly by stressing the importance of collaboration\, efficiency\, and best practices. Each topic will be addressed by relevant perspectives of those who have implemented successful strategies and technologies in their maritime security operations.

SUMMARY:NDIA San Diego Event-Small Business CYBER Forum
DESCRIPTION:This SMB Informational Forum is intended to provide valuable cyber security and privacy information to Company Management and IT staff regarding some essential security facts and high-value\, basic actions that we can all take to insure our company protection – people\, assets and data. This subject is much too important a subject to just hand off to your IT folks (where many are not adequately conversant in security); as we all really need to understand the threat and the huge consequences and legal liabilities (and fines\, as well as loss of reputation) of not being minimally protected. \nBeing in business means you must follow the expected “due care” obligations of adequately protecting your clients and business – and each of those elements must be done at some minimal ‘due diligence’ level – security and privacy included. So how does one cut through the ‘fog of cybersecurity” and know ‘what must be done’ – as well as be aware of the FREE resources out there to help protect ourselves and our companies.
