President Ilves led Estonia through the massive state-sponsored cyber-attacks of 2007 that ushered in a new era of information warfare. He was instrumental in the development of the Tallinn Manual and drove the e-government and cybersecurity initiatives for which Estonia has been acknowledged as a world leader. President Ilves has served as chair of the World Economic Forum’s Global Agenda Council on Cyber Security since 2014 and co-chaired the Global Futures Council on Blockchain Technology since 2016. CYBER2028 will also feature a distinguished panel of cyber experts discussing the future of state-sponsored cyber attacks\, related technology and their personal insights into the future of the cyber domain looking 10 years down the digital road.
